		<description>it might be good to get a cell phone where you can use a prepaid card. i had a vodafone (softbank). the phone was free and you can buy the phone card from convenience stores for about 3000 yen for a 60 min phone card or 5000 yen for 2 hour phone card i believe. when calling international it is kind of expensive and it might be best to just use skype as mentioned earlier.</description>

to me  Brastel is one of the cheapest, 

for the phone plans, i was using AU when i first came here.
my mobil was only 1 yen and the monthly service was 3-3500 yen for student (from what i remember) with around 50 mins / month calling time.

		<description>There are plenty of cell-phones and carriers available.  I have Soft Bank (formerly Vodafone)  and the plans are expensive and you get a very small number of minutes.  I think texting is more popular, thus plans offer smaller minutes.  If you&#039;re only going to be here for a semester, a calling card is more practical- they are reasonably prices and quite accessible.</description>
