Check the "Install files for East Asian Languages" box. If prompted to restart computer, click "ok". Go back to the "regional and language options" and under the "languages" tab, click on details. In the installed services section, click "add" and find the Japanese IME. Click "ok" and apply. If you have Windows XP:

What you do is open the program, type into it and then copy/paste to IMs or emails. The neat thing about this program is it can automatically convert hiragana into Kanji and you can look up the radicals, etc. Very neat function. But in response to your question, it may be that your settings are off. Go to VIEW then ENCODING, then select the Japanese font from the list. It should allow you to see it.
