I am 15 years old, grade 10. I live in Toronto, Canada and I am trying to find a program that will allow me to study in Japan.
I have an average of over 80, I can speak, write, read very limited Japanese but I am willing to improve.
I want to study for a semester or possibly the whole year.
Can anyone help me with this?

Yes AFS is a very good program I myself am about to embark on a program to japan and have already turned in my applications. They help you every bit of the way and set up systems to pay. They also give you guides to make it easier to plan here is the link.

You might also look into Rotary Youth Exchange, which will be the cheapest, but most competitive and YFU which often offers really good scholarships to Japan!
