Does anyone know how to fix a computer chip of any kind?

I have this Fostex DP-01 digital recorder. Lately it hasn’t been working. I had to get a new AC adapter for it. When I plugged it in, smoke came out of the bottom. We took it apart. We saw where the smoke was coming from, and it was under/from this computer chip.
